All locals serviced by the CUPE Windsor Area Office are welcome to affiliate with the district council. Each affiliated local is entitled to four voting members at any meeting of the council.
Collected quarterly, per capita fees are:
- 20¢ per month per full-time member
- 13¢ per month per part-time member
